Meet your newly appointed Trophy Club Volunteers!
At the September 25, 2018 Council meeting, the Town Council made annual appointments to the following Boards, Commissions, and Corporation:
Animal Shelter Advisory Board:
Susan Edstrom was reappointed to the Animal Welfare Representative position on the Animal Shelter Advisory Board. Susan was first appointed to the Board when it was established in 2013. She has a deep passion for animal rescue and has a strong suit in animal advocacy. Additionally, she was reappointed to serve as the Chairperson.
Council also reappointed Sergeant Tony Simmons to the Municipal Official position and Animal Control Officer Kristyn Dobson to the Animal Shelter Operations position. Mayor Pro Tem Philip Shoffner was reappointed to serve as the Council Liaison for the Board.
Building Standards Commission:
Mark Hamil, John Murtaugh, Jeff Sims, and Jack Ormond were reappointed to serve on the Building Standards Commission. Mark has been a resident for 25 years and offers a wealth of knowledge from his 40 years of experience in construction. John holds a Master Electrician license and brings water related experience, such as design, manufacture, and installation to the Commission. Jeff has 15 years of home building experience and currently works as a Construction Manager. Jack has a legal background and as a practicing attorney, he regularly interprets ordinances.
Peter Blanchard was reappointed to serve as the Chairperson and has been a Trophy Club resident for seven years.
Economic Development Corporation 4B:
John Nordberg was appointed to serve on the Economic Development Corporation (EDC) 4B. John holds a Master’s of Business Administration degree in Marketing and offers 30 years of experience in developing and executing marketing strategies to businesses of all sizes.
Jared Hall, Chris Whipple, and Cory McDonald were reappointed to serve on EDC 4B. Jared has expertise in public affairs, and offers a wealth of knowledge in finances and management. Chris is skilled in negotiating, business planning, and operations management, and he offers a strong background in finance and real estate. Cory has served on the EDC 4B and Tax Increment Reinvestment Zone No. 1 for two years, and he currently serves as the Vice President of the EDC 4B. Council Member Rhylan Rowe was reappointed to serve as the Council Liaison for the Corporation.
Ethics Review Commission:
Justin Hull was appointed to serve on the Ethics Review Commission. Justin has been a resident for nine years and is an accomplished business owner. Justin desired to get involved to contribute his talents to help improve the Town through Town Boards and Commissions.
Cory Williamson and David DeHaven were reappointed to serve on Ethics Review Commission. Cory wants to help serve and protect Trophy Club and see Trophy Club thrive in the best way possible for all current and future residents. David has experience in developing and maintaining positive relationships with corporate end users, value-added resellers, and distribution sales channels.
Parks and Recreation Board:
Mindi Bone, Kim Farrell, Joel Morace, and Dean Murray were reappointed to the Parks and Recreation Board. Mindi currently serves as the Vice Chairperson of the Board and has generously been a volunteer not only for Town organizations but for Beck Elementary School and Byron Nelson High School. Kim has been a resident of Trophy Club for approximately five years and offers a variety of experience ranging from managing budgets, implementing programs, and planning marketing strategies. Joel has firsthand experience working with various parks and recreation departments and has assisted in developing and managing their budgets. Dean is actively involved in youth sports and outdoor activities, and he has served on several boards throughout his 12 years of residency.
Tiffany Nimphius was reappointed to serve as the Chairperson and has served on the Board since February 2016. Council Member Alicia L. Fleury was reappointed to serve as the Council Liaison for the Board.
Planning and Zoning Commission:
Reginald Barbarin was appointed to serve on the Planning and Zoning Commission. Reginald holds a Master’s of Business Administration degree and offers 20 years of experience as a construction professional with construction project management, estimating, and project controls expertise.
Jeffrey Beach and Michael Biggs were reappointed to serve on the Commission. Jeffrey has been a resident for more than six years and is a Process and Proposal Engineer. He has expertise in team management responsibilities and business partnership skills, and previously served on the Zoning Board of Adjustment. Additionally, he was appointed to serve as the Chairperson of the Commission. Michael has been a resident of Trophy Club for nine years and has previously served on the Zoning Board of Adjustment. He offers over 40 years of experience in commercial real estate with skills in asset and property management, new development, acquisitions, marketing, and redevelopment.
Tax Increment Reinvestment Zone No. 1:
Michael Richmond was appointed to serve on the Tax Increment Reinvestment Zone (TIRZ) No. 1. Michael has served on the EDC 4B since October 2015 and has several years’ experience in technology and business transformation.
Jared Hall and Cory McDonald were reappointed to the TIRZ No. 1. Jared has been a resident of Trophy Club for 15 years, has volunteered in various capacities, and possesses knowledge in financial oversight. Cory has lived in Town for seven years and has served on the TIRZ No. 1 since 2016.
Additionally, Travis Inge was appointed to serve as the Chairperson and has 13 years of commercial banking experience.
Zoning Board of Adjustment:
John Murtaugh, Jeff Sims, Terry Kesterson and Jack Ormond were reappointed to the Zoning Board of Adjustment. John has been a resident of Trophy Club for 21 years and has experience as an electrical and heavy construction contractor with a background in water pumping systems. Jeff has lived in Trophy Club for 14 years and is a construction manager with extensive knowledge in building standards and codes. Terry has resided in Trophy Club for approximately four years and has a background in real estate and development. Jack has been a resident of Trophy Club for approximately five years and is a lawyer allowing him to appropriately interpret and apply Town ordinances.
Additionally, Louis Opipare was reappointed as the Chairperson of the Board and has served on the Board since 2013.

The Town relies extensively upon the expertise of residents who serve on Town Boards, Commissions, and Corporations. These volunteers have been an important part of the Town structure since Trophy Club was incorporated in 1985. We are blessed with amazing volunteers and hope the tradition of an active resident volunteer base in Trophy Club continues. *The Planning and Zoning Commission requires a Supplemental Application as well as a regular Board and Commission Application.
Applicants for Boards, Commissions, or Corporations must be United States Citizens and registered voters prior to their appointment and must also be Trophy Club residents for at least six (6) months prior to their appointment. Based upon good cause shown, Council may waive the voter registration and/or length of residency requirement for a person appointed to a Board, Commission, or Corporation, except where restricted by State law. Neither Town elected officials, nor persons appointed to fill vacancies on any elected Town governmental body may serve on a Town Board, Commission, or Corporation, per Town Charter.
The technical expertise of applicants shall be a consideration in gaining appointment.
The Town Council is the appointing authority for all applicants to positions on the various Boards, Commissions, and Corporations. Anyone interested in serving on a Board, Commission, or Corporation must first fill out the Town’s Board and Commission Application.
If a member of a Board, Commission, or Corporation fails to attend three (3) consecutive regular meetings without being excused by the Board, Commission, or Corporation, that member’s appointment may be declared forfeited by the Town Council. A member who is unable to attend a meeting shall notify the Staff Liaison of his/her inability to attend the meeting and shall provide an explanation of the conflict or other reason that prevents his/her attendance.

In addition, Trophy Club residents may volunteer at the county level as well. Both Denton Central Appraisal District and Tarrant Appraisal District allow all taxing jurisdictions to select individuals to serve on their Board of Directors and Appraisal Review Boards.
